    I’m on mobile and can’t really see that clearly, but it could be thrips or spider mites.

    Neem oil once a day for about a week. Try to do it at night or evening, I’ve burned some plants by applying neem oil during the day, while the sunlight was hitting it.

      At any rate, you should

      1. wipe all the leafs, paying attention to back side and the angles where they attach to the main plant Soapy water or isopropyl alcohol work good.
      2. Move it away from your other plants and check all plants for the same cobwebs and black dots It’s fine if it’s like 5-6 meters, or just another room.
      3. Get a systemic pesticide, the kind that you water your plant with and it incorporates into the plant, killing the bugs. Make sure pets drink water from the plant saucer or it its leafs.
      4. After it has worked leave the plant in isolation for extra two weeks.
