I’m assuming catastrophic leak would mean the US government doesn’t get to control the narrative. I’m not sure how the leak would be catastrophic for the average citizen.

All of the hypothetical points would point to them wanting to control the narrative, in my opinion.
That is probably what is going on. The motive of doing their duty of disclosing intentionally according to a plan makes more sense then “cashing in” or “driven by conscience”. Either of those are likely for isolated individuals but at this scale it’s probably a psyop to prep for an eventual revelation (or something!).

General public perception of the government isn’t exactly rosy as it is. It’s hard to imagine what sort of leak would be catastrophic in terms of tanking public perception.
If anything, they could be transparent and put some trust back in the government.
I’ve never been the conspiracy type, but there seems to be an awful lot of high ranking people saying these things. That may not be absolute proof, but it’s enough to make me suspicious.
It’s getting increasingly harder to ignore, in my opinion.
Are we expected to believe all these people are just trying to cash in (somehow) by taking part in the lucrative ufo lecture and book tour circuit? There’s hundreds of dollars to be made! Until you deduct expenses. Or that a former inspector general left his position at a prestigious law firm to represent a grifter on the off chance he sells the movie rights to his life story and needs someone to negotiate contracts? No, something is up. It’s wild.
