I’ve been to the Dutch Caribbean a couple times. I have observed that although locals can speak Dutch, most locals speak Papiamentu and English as the most dominant languages.
I found this interesting, why is this? Perhaps due to the Dutch policy of not really assimilating their colonies or a different reason.
