Tbh both. I gather from posts around the issue that Denuvo sucks ass / is not that popular. So now I wonder, why choose to include something that is apparently unpopular and why do people think it is dumb to include.
Its because civ is mostly played as a solo experience so deactivating the online would still make the game functional and keep the main point of attraction.

That’s the price of the game itself but by the costumes and many leaders it looks like they’re wanting to do actual micro transactions.
