    Has any nation ever faced a charge for creating a disease? The US and Soviets did this stuff continuously during the Cold War and made the rules for disease accountability. It’s not illegal to make new diseases.

        Okay, so

        never in any circumstances to develop, produce, stockpile or otherwise acquire or retain:

        1. microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes;

        Research into infectious disease doesn’t fit that, so okay.
