I know a trans woman who got told pre-transition that she looked too feminine to be shirtless at the beach and that she had to wear a t shirt or leave by a coastguard or policeman (I can’t remember which it was at this point)

In most of those places, there are laws against feminine presenting people from being topless. They don’t “just choose” to have a top on.
