Both, kinda. I think she was too gone at the end to know where she even was, but she still should have stepped aside YEARS ago when she was lucid enough to know she was declining. Again, she’s still a fucking piece of shit cunt for not doing so.

Some people have a hard time realizing their decline, maybe it’s denial, maybe it’s the same reason you can boil a frog alive if you don’t heat up the water too fast. Person I knew semigvoluntarily gave up their license (a bit of coercion by the immediate family had probably occurred), but they got bored and hated taking the bus, so got the license renewed.
The only solution is an age limit, and it’ll never happen because the people who’ll vote in it are the same that’ll be affected.
If it’s denial, then I would still find her morally blameworthy for hogging the seat for so damn long.
If the person you knew isn’t fit to drive anymore and would genuinely represent a threat on the road, then they are a bad person for trying to renew their license, just like Dianne Feinstein is a cunt.

Are you an American? Because if you are, and you are over the age of 21 or so, and you don’t know who she is then you must not be politically aware.
