I highly doubt that it is trying to make Hitler sympathetic. This appears to be a joke making usage of excessive verbosity to portray a simple idea (explicitized in the last bullet point), causing an ironic juxtaposition between the simplicity of “kill hitler simulator” and the flowery prose of the description
