You should finish your playthrough if you wanna get the best ending since you have to finish the game multiple times for it anyway. It’s rough having to trudge through a story you’re not invested in though, I feel that.

Yeah it’s read as “secretaria primera” in this text. And Prime Secretary is a good translation, though First Secretary is good too because job titles like these are literally numbered. Primera Secretaria, Segunda Secretaria, Tercera Secretaria, etc.
That’s just the Spanish equivalent of “1st”. I dunno how this organization is structured, but sometimes there are multiple vice presidents and secretaries and stuff, so they’re numbered.
