OP said it’s the official communist stance - if that’s the case, there is no need to ask why. It’s simply wrong on multiple levels.
There is a reason why all implementations of communism fail: they never consider human nature and the fact that those in power are quickly corrupted by that power. Communist “solutions” to regular problems are only inspected through the lens of ideals and they all ignore reality. Which is why they are bound to fail.
