Troll / jokester. They’re using a picture of and a name based on Zhuge Liang aka Kongming or Koumei (and yes, that one anime from a few years back is based on him), regarded as one of the greatest tacticians of the Chinese Three Kingdoms period, maybe one of the greatest tacticians ever.
And the profile picture is based on Zhuge as depicted in Koei-Tecmo’s Dynasty Warriors series, though I am not sure which one in the series. Quite possibly the sixth, based on my research.
So yeah, not only is the guy making a variation on a common joke, he’s basically one step away from having an anime profile picture.
So idk if you know but this guy is a fairly reputable gaming journalist/leaker, not even close to a troll. Also he’s literally making fun of Elon in the tweet.
Typical billionaire; he stole the line from, I think, auto racing. It dates at least from the 60s, and probably as old a j/k as the godamn Phonecians: “To make a small fortune in auto racing, start with a large one.” Something to that effect.
Not implying that the Phonecians were into auto racing. It is possible that they did not even have automobiles, but what do I know. And I have nothing against the phonecians, other than they invented spreadsheets.
Surely this is a troll just fishing for engagement.
I think it’s a joke about that he’s a billionaire and he’s on track to become a millionaire.

Elon is a billionaire. If he’s on track to becoming a millionaire it means that he’s losing money.
